Interesting concept. Basically, people "clean" selected parts of public property to create an image or message. It makes it legal, apparently.

Cool...they would find a ton of work here in Montreal. We have similar anti-grafitti organizations and I've seen improvements but it's like trying to get rid of rats.
Have you people ever spotted these grafitti bastards in the act? It's tough but I have. Before I could react, they dissapeared....friggin rats.

I guess their goal is to do just what the guy in the video did. Have a little fun and point out dirty parts of the city that need to be cleaned...
