It is pretty normal. I've had it since it was new. You can do the idle re-learn and it'll make it better but it comes back.

There is a TSB for this.

#08-13-006
PURPOSE
Some customers of affected vehicles may experience illumination of the malfunction indicator lamp (MIL)
with DTC 1320 stored in memory, or a drop in engine speed at idle. The Electronic Throttle Valve (ETV)
may learn an incorrect position when the ignition switch is turned to the OFF position from the ON position
without starting the engine.
If the vehicle is driven with this condition, the ETV mis-learns Idle Speed Control. As a result, the intake
air volume is insufficient to achieve an initial idle target of 1,400 RPM, causing DTC P1320 to be set, or
engine idle speed to drop.
This Technical Service Bulletin advises the steps to reprogram the ECM with new parameters and to perform
the ETV learning process .
AFFECTED VEHICLES
2008 Lancer Evolution X equipped with 5 speed manual transmission only built prior to VIN JA3AW86V08U049108

Evo X Electronic Throttle Valve (ETV) Relearn Process

1. Start the engine and let it warm up. Use the MUT-III to confirm that the engine coolant temperature
exceeds 85 C (185 F). The A/C switch should be OFF for this procedure.
2. Repeat the following step 3 times:
Turn the ignition switch to the OFF position and wait at least 10 seconds.
Restart the engine.
Leave the engine running on the third start.
3. Allow the vehicle to idle for a minimum of 15 minutes.

If the above doesn't work...check to see if your car has an aftermarket blow-valve -heard some can cause idle issues...Also, might want to potentially purchase one of these:

yeah try cleaning MAF first, i had a similar issue and cleaning it with MAF cleaner resolved it.

the only other thing i can think of if that doesnt work is the O2 sensor. when cold car warms up its in open loop bypassing the O2 for fueling, when its warm it reverts to closed loop using the O2 sensors help to maintain correct AFR's at idle/cruise/low load. if itsnot working properly it can overfuel/underfuel causing your idle to bounce. if you have a tactrix OP2.0 you can quite easily check if its working as its supposed to.
