The thing about IEDs is they are improvised buy guys who have no clue what they are doing(most of the time) they often blow up in the persons face or go off at the wrong time. in this case they burried it unde pavement. The pavement slowed the explosion down enough to keep damage at a minimum.

It was a sick effect though.
