Those holes are to allow a spacer I believe...

If you are seriously considering this wheel, I should recommend going with 18x9 +20 offset instead. The more aggressive offset lends a nice curve to the spokes.

Why would you need those to have a spacer?

A lot of times I see extra holes there to allow fitment to an alternate bolt pattern.
