Here is the official response I got from Cosworth:
"This particular stud has a tensile strength of 240k psi.* At the same torque setting as the ARP2000's, you will see similar clamping loads.* The advantage that you'll see with our stud is that this setting will put you farther from yield than your previous stud.*

The torque we recommend is what we tested with and found to have good sealing.* You could raise this torque setting if necessary, but note that this could affect sealing by distorting the aluminum head.

Sorry to bring up a dead thread, but I'm at this point where I need to choose a head gasket for my 90mm bore.

Which one is the way to go? I'll be running ARP L19 head studs.

on my 9 i had, it had a cosworth headgasket, ported head, oversized valves, cams, and o ringed. I never had a issue with the cosworth headgasket

Ive been told in the past by shops, that the cometic headgaskets dont seal well. I'm not sure about that now a days.
