its not about boost, thats going to depend on your fuel as to what you can run safely. its about power (torque) being safe for the block. please use the search button and some mad google skillz to answer your questions. its been addressed before in one way or another.

I would look first at who you would go to for tuning, and then they can assist you to get to your goals.

Full bolt ons (for ease), fuel system for e85, maybe ported exhaust mani and intake mani and TB for fun while you are doing it...then 30psi+ on e85

This is the goal that I have and Im getting all Bolt on's with a EF2 turbo upgrade. My budget for all my mods is 6,000 including all bolt on's and turbo upgrade + Tune from BakaUnchi. Stock turbo on E85 is fun thats what I have right now but safely you will be around 375ish on whp.

400 WHP will be tough on stock turbo. I had a lot of shit done on my stock turbo set up, 94 octane pump gas with water/meth, and was only at 365 whp. Depends on the dyno more then anything. The only thing I really didn't do was cams, which I was just waiting to do until I replaced the turbo anyway. I was doing the 1/4 at 12.2@110mph, the stock turbo was pretty maxed out for me at that point.

400whp, stock turbo, safe

hrmm, not unless you live in Florida...

BBXLite + FIC1100 + E85 + 3"TBE + 3port + cams + custom tune

keep the torque down on the bottom end (for the bottom end) and you will be happy
