Car is laggy when cold on E85

I'm running E85 with a catback exhaust in Final Edition. In the morning - when the car is cold - the car feels laggy when giving gas after a gear change. I'm a little over 2000 rpms after the gear change. I give the usual amount of throttle but the car has barely any power. Then about half a second later I can hear the turbo spool up (maybe? it's a buzzing sound) and the power level catches on. It's especially annoying at a light because I switch gears and the car slows down so the guy behind me has to break too. Any ideas what is going on? I've been talking with my tuner but he's almost out of options. Tune is from a reputable shop in SoCAL. So it's not a bad tune either - hopefully

And the problem is ONLY when the car is not up to temp?

Sounds tune related. Ignition is likely retarded to keep safe when coolant temps are low.

There is a fueling table based on coolant temps that probably needs some loving.
