Lack of power under boost

What would be the symptoms of my turbo dying?
Im tuned cobb stage 3 and I monitored the Boost once and I remember is hitting a peak of 21psi (if memory serves me right).
This weekend went for a bit of a road trip and at one point I floored it and the car made a whole bunch of (induction?/spooling?) noise above 4k and it just DID not move.
When monitoring with cobb the boost does not go over 15psi.
Should I be looking at the turbo or is this symptomatic of something else?
I have a high flow cat installed, do these thing get clogged like stock units?
It feels similar to when my miata cat cell was blocking the exit.

You would have to try REALLY hard to block up a High Flow Cat

Thats what I thought. Issue is solved. Intercooler coupling came off.

While it may be hard.. It actually happens a good bit.

Figured it was a loose coupler or something. It is still boosting and you hear that much noise, that's probably the issue. Glad it was something simple.
