swapping an AMS 4B11 2.0L Stage 1 Crate Engine into an evo. Still looking to use the car as a daily driver. The only thing that would be stopping me from that would be emissions later on down the line. Would this motor still be capable of passing emission testings with catalytic converters?

Stock ECU? As long as the monitors are on and still running I would imagine it would be fine but most tunes turn off the emissions stuff? I’m in Virginia just south of DC and they require to plug into the ECU.

Does Maryland require to plug into the ECU for emissions?

The shortblock has almost nothing to do with emissions at the power levels you're looking to target with that type of short block.
"Passing" emissions is such a loaded question.
I don't know what type of inspections they have in Maryland, but if its like NY then you may have a OBD2 readiness (plug in) check in addition to a visual equipment check. Most shops don't do much of a "visual" check anyway so it's not much of an issue at all as long as the ECU thinks everything is peachy on the OBD2 readiness check.
