Just installed the HKS Legamax exhaust on my Evo but I dont seem to notice a difference in sound at all. I even had the resonator removed. Any ideas?

thats right!
installed mine yesterday too (hks dp,centerpipe and axleback)
just a little basee after 3500 rpm..
no regrets for sure!
if you want it a louder, add a test pipe, i think..
or go 3" (greddy, etc)

Most exhausts sort of burn in, give it a few days and see if the sound "matures" a bit.

if you wanted noise, should have gone with a no mufflers option, like the speed circuit. i rather enjoy setting off car alarms on a regular basis

The Legamax is known to be one of the quiet exhausts out there, whereas the Hi-Power is a screamer. If you want to open her up a bit though, as someone else mentioned add a test pipe Let me know if I can help you in any way at all
