I’m running tial bov, sheepy intercooler, ets piping, ets intake, map manifold, new stock turbo, indivia catless downpipe, testpipes, and catback and a grimmspeed boost controller. I was recently pro tuned and my tuner had told me that my boost controller is working too hard to maintain 26psi in fourth gear but the others are fine so I’ll need to go external wastegate okay no problem, get the car back and I’m not hitting 26, I’ve hit 19,21,22 in 2nd and 3rd gear. My knowledge on the evos stock internal wastegate aren’t extraordinary but I do know I should be hitting 26psi with an internal wastegate. Any idea on what else could cause this issue?

I can't guess what's your problem, but, for sure, I can say that if there was a boost leak the pressure would go higher, not less. Also, don't expect high boost with the stock turbo and stock IWG at high rpms.
